Manager of Capital Programs
Successful candidates will be outstanding communicators with proven experience and ability to: develop, mentor, and evaluate performance of staff; provide appropriate project and administrative oversight to ensure that adequate resources are available to perform and execute the work; develop and maintain project management processes and ensure proper procedures are followed; develop and manage expenses including capital and operating budgets; lead public presentations and interface with various government agencies; and develop both strategic and program-specific goals with associated performance metrics.
Thorough knowledge and demonstrated ability to apply theories, principles, engineering economics, concepts and overall practices of civil and environmental engineering to the planning, design, construction and overall project delivery of public water and sewer systems. Experience should emphasize an understanding of water and wastewater systems including pipeline, pumping, and treatment plant design as well as utility master planning, and hydraulic modeling. Demonstrated ability to analyze and interpret technical and financial reports, legal documents, and prepare complex contract documents, reports, correspondence, studies and other technical information.
BS degree in civil engineering, active licensure as a Professional Engineer in the Commonwealth of VA (or the ability to obtain through reciprocity) and a minimum of 12 years of progressively responsible project engineering and management experience in the design and construction of public water and wastewater systems.
