Purchasing Technician

Reporting to the Manager of Procurement & Risk, duties include specialized, complex, and highly responsible technical duties related to the processing, purchase, and acquisition of materials, supplies and equipment, contractual services and professional services. Work involves extensive public contact and requires the exercise of considerable judgment, customer service oriented with self initiative and discretion in accordance with all applicable Federal and State rules, regulations and State and Loudoun Water procurement policies and procedures , requisition and purchase order conversion, maintaining and updating vendor and bidder information; and responding to request for information.

Requirements: Associates Degree in Business Administration or related field, 3-5 years procurement experience or related experience.   Supplemental coursework related to purchasing through an accredited college, National Institute of Governmental Purchasing (NIGP) or the National Association of Purchasing Managers (NAPM) is preferred.  Certified Professional Purchasing Officer (CPPO) orCertified Professional Public Buyer (CPPB), desirable - Virginia Contracting Officer (VCO); work overtime as needed.  Requires comprehensive knowledge of specification development, contract negotiation and administration.  General knowledge of insurance and bonding requirements and contractor licensing. Local government and/or public water and wastewater utility experience preferred.
