Rates and Billing
Billing and collection are established under the guidelines of Loudoun Water's Central System Rates, Rules and Regulations (this link will take you to BoardDocs Pro).
For the most recent listing of availability fees, visit our Availability and Connection Charges page.
Water and wastewater bills are mailed every three (3) months, except for Community Systems customers and select commercial accounts who receive a monthly bill. Since all water and wastewater services are used by the customer in advance of the bill, bills are due and payable when received. The bill due date is thirty (30) days from the date on the bill. See an example of the Collection Process.
Auto-debit is currently unavailable, but we are diligently working toward a new payment solution. Please use one of our alternate payment methods (one-time payment online, by phone, by mail or in person) when submitting any payments. We thank you for your patience and will inform customers when we have an update.
Bills are considered late when a payment is not received on or before the due date. If an account remains unpaid after this date, a 10% late fee is automatically charged to the account.
Reminder notices are mailed when a payment has not been received by the due date. The reminder notices will automatically include the 10% late fee. These notices provide a revised due date and a service disconnection date. Failure to receive this notice does not exempt you from payment. We make every attempt to reach you by mail, or e-mail, and by phone to discuss your past due bill before the scheduled termination date. In the event your account becomes past due, please do not wait for us to call you. Contact us immediately at 571.291.7880 so we may work with you and discuss possible payment arrangements to prevent disconnection.
Disconnections for Non-Payment
If the bill is not paid in full on or before the final due date, or the date agreed upon if a payment arrangement is granted, a $45 fee will be charged to your account and your services will be disconnected. Although partial payments are accepted, they will not prevent services from being disconnected for non-payment.
Loudoun County Department of Family Services serves as a central resource for families needing financial assistance to pay their utility bill. If your family is in need of assistance, then please visit www.loudoun.gov or call Loudoun County Department of Family Services at 703-777-0353.
Reconnection of Service
Once you have been disconnected for non-payment, the past due balance and all fees must be paid before service can be restored. If payment is made before 3 p.m. on the disconnect day, we will make every attempt to reconnect your services on that day, but it may take up to one full business day to restore your service.
