Availability and Connection Charges

Availability Fees

All new customers to the system are required to pay an Availability Fee and/or Connection Charges before obtaining a Connection Permit. Once a project has an executed Construction Permit, a Request Form for Connection Permits may be filed with the Engineering Department. This initiates preparation of the Connection Permit. You can complete this request by either filling out the online form or by downloading and submitting the excel file form.

Once the Connection Permit has been prepared, the Engineering Department will notify the contact person listed on the Request Form, advising them of the total fees due. Then, the fees may be paid and Connection Permit executed.

Fees will be based upon the most current site or subdivision plan, which Loudoun Water has approved. Should the applicant desire a connection or meter not identified on and/or not sized per said plan, then approval of such must be received from Loudoun Water's Department of Land Development Programs.

Loudoun Water has adopted a resolution signifying its intention to adopt changes to its water and wastewater rates, fees and charges applicable to all customers effective July 1, 2011. A public hearing on the foregoing was held May 26, 2011 at 4:00 p.m. at Loudoun Water's Administration Building, in the Boardroom.

Meter Sizes Greater Than 2 Inches and Multi-family

Availability charges for meter sizes greater than two inches, multi-family units and in certain cases as determined by the General Manager or his designee, shall be determined on an individual basis. The General Manager or his designee shall determine the availability charge for each premise taking into consideration:

  • Typical consumption for same class customer in Authority's system;

  • Rated capacity of the required meter;

  • Comparable use data for like facilities connected to other public water systems;

  • Type of use or principal use;

  • Quantity and type of fixtures of proposed plumbing;

  • Other factors as permitted by the Virginia Water and Waste Authorities Act


Estimate, Maximum Daily Water

The foregoing charge shall be based upon an estimate, approved by the Authority, of the maximum daily quantity of water to be used within the next five years, calculated according to the following schedule:

Effective July, 1, 2011: 
Maximum Daily Usage (per gallon per day)$11.25
  1. For any customer, the Authority reserves the right to determine, on an annual basis, the actual maximum daily quantity of water used from the Authority system as compared to the purchased reserved quantity. Actual use in excess of the reserved quantity shall require an increase in the system demand charge.
  2. Adjustments in system demand charge to the customer shall be made according to rates in effect at the time the re-estimation is performed, deducting payment previously made by the applicant. The Authority shall bill the customer for any additional demand charge due, which amount shall be paid as a current charge for service. The Authority shall enforce payment as permitted by the Act.


Estimate, Average Daily Sewer

The foregoing charge shall be based upon an estimate, approved by the Authority, of the average daily quantity of sewage to be discharged, calculated according to the following schedule and effective as of the date indicated:

For any customer, the Authority reserves the right to determine, on an annual basis, the average daily quantity of sewerage discharged into the Authority system as compared to the purchased reserved quantity. Actual use in excess of the purchased reserved quantity shall require an increase in the system demand charge.
  2. Adjustments in system demand charge to the customer shall be made according to rates in effect at the time the re-estimation is performed, deducting payment previously made by the applicant. The Authority shall bill the customer for any additional demand charge due, which amount shall be paid as a current charge for service. The Authority shall enforce payment as permitted by the Act.

Local Facilities Charge for Water and Wastewater 

 

 

The Local Facilities Charge shall apply to those applicants for water and/or service connections where they, or their predecessors in title, have not paid a proportionate share of the cost of the main adjacent to and/or serving their property. The charge will be determined by Loudoun Water on an individual basis, and will constitute a proportionate share of the construction cost of the subject main. Among factors that will be considered are the size of the property benefited and length of that property’s frontage on that main.
