LCSA Becomes Loudoun Water April 1

Leesburg – After nearly 50 years, the Loudoun County Sanitation Authority (LCSA) will begin doing business as Loudoun Water, effective April 1. The name change coincides with the move of the company’s headquarters from Leesburg, Virginia into the heart of its service area in Ashburn, on April 4. The move brings all functions of the organization together on one campus for the first time in the company’s history. The name change and campus creation will benefit customers in several ways, including, greater efficiency in the way its business is conducted; higher productivity; and a chance to connect with customers more often and more personally, by being closer to them, and by offering them an interesting and educational place to visit.
“As we developed our plans for the new Broad Run Water Reclamation Facility, we saw a wonderful opportunity to build an integrated business and campus environment around it, where our customers and the community would be welcome to come for support and information,” says Loudoun Water’s Board Chairman Fred Jennings. “It is our goal that these changes demonstrate our commitment to serve our customers and the community as a whole.”
The decision to change the name was made in 2006, after confirming that the old name posed a deterrent to customer understanding of the organization. After a year of exploration, Loudoun Water was selected as the best new name for the Authority by customers and staff in an on-line survey. The Loudoun Water Board of Directors voted to adopt the trade name last year, but held off making the change official until the move, to save on costs. Loudoun Water’s new address, which is 44865 Loudoun Water Way, Ashburn, VA 20147, is located off of Loudoun County Parkway, about halfway between Waxpool Road and Route 7.
One of the biggest benefits of the new campus to customers and the community is the creation of an educational center that Loudoun Water has dubbed “The Aquiary.” The Aquiary, open a little later this year, was designed with input from customers to help build understanding and appreciation for drinking water treatment and wastewater reclamation. The Aquiary is a made-up name and came from one of the citizens who sat on the committee. The indoor portion will feature a few dozen interactive exhibits for all ages. The outdoor interpretive area, being constructed in phases with a portion completed this year, will feature winding paths between the buildings, and several stations where visitors can stop and learn about water’s interplay between people and nature.
Background
Loudoun Water is a state-chartered authority, created to provide water and sewer service to the unincorporated areas of Loudoun County. As a public body politic and corporate, Loudoun Water is revenue neutral, and receives no tax money. Operations are funded by the fees and charges customers pay for service. In addition, no current customers pay for new lines to serve new customers – those are paid for by developers through an availability fee. In addition, Loudoun Water does not determine where and when growth in Loudoun happens, only how.
