The Loudoun County Sanitation Authority (doing business as Loudoun Water) intends to apply for a Virginia Water Protection Permit (VWP Permit) pursuant to 9VAC25-210 in order to construct and operate a water intake on the Potomac River, a water treatment plant, and water storage facility (the Project) for the Central Water Supply System in eastern Loudoun County. Loudoun Water is a state-chartered authority, formed in 1959 by resolution of the Loudoun County Board of Supervisors under the Virginia Water and Waste Authorities Act.

In addition to the water intake, water treatment plant, and water storage facility, the Project includes construction of a water line needed to convey raw, non-potable water to the water treatment plant and the water storage facility, and a water line needed to convey finished, drinking water to existing water lines at Belmont Ridge Road. Loudoun Water will utilize for the water storage facility a retired hard rock quarry and will bank raw water during normal river flows for use during periods of low flow in the Potomac River. The river water intake will be submerged and located off shore from the Loudoun County side of the Potomac River.

The water intake will be installed in a portion of the Potomac River which is located in Montgomery County, Maryland. All other project elements are located entirely within Loudoun County, Virginia. The pumping station for the water intake will be located on Loudoun Water property at the Potomac River, northeast of the intersection of River Creek Parkway and Edwards Ferry Road. The quarry to be used for the water storage facility is located on the east side Goose Creek and bounded on the south by the W&OD Trail and on the east by Belmont Ridge Rd. The water treatment plant will be located on Loudoun Water property north of the Dulles Greenway, on the west side of Goose Creek. Water lines connecting these components will be located primarily within or adjacent to an existing power line easement, private property owned by Luck Stone, and public road-right-of-way.
