Loudoun Water Update On Water Treatment Studies, Construction Work

Date: May  13, 2011

Dear Residents:

Loudoun Water would like to update you on the situation concerning your water system.  In recent weeks, there have been several developments involving Loudoun Water’s work to study potential long-term solutions and our construction work in the community.

The following is a statement on the status of the various studies being conducted by Loudoun Water to determine the best long-term solution to the situation at Raspberry Falls and our current construction work:

In response to the finding late last year that one of Raspberry Falls’ raw water wells was under the direct influence of surface water, or GUDI, Loudoun Water staff has been conducting technically based studies of several potential long-term solutions.  These options include: a water treatment plant for Raspberry Falls; a water treatment plant to serve Selma Estates; a water treatment plant for both Raspberry Falls and Selma Estates; and a pipeline extension for Leesburg Town Water.   These long-term solutions are being objectively studied with an emphasis on relative cost, implementation time, and the finished water quality.

Because the studies of the water treatment plant options began in late 2010, a preliminary report on these options is nearing completion while the study of the pipeline extension is still ongoing.  Following a request from the Loudoun County Board of Supervisors in early 2011, Loudoun Water began studying the pipeline option with assistance from the Town of Leesburg.

The study will examine the facilities and costs that would enable the Town of Leesburg to become the water service provider to the community, making it part of the Town’s service area.  It will be completed as soon as practical; our initial goal is to have the study results by early this summer.

While the treatment option studies will be completed before the pipeline study is finished, the results of all of the studies will be released together to the Loudoun County Board of Supervisors, the Town of Leesburg, and the general public for review.  The studies are being packaged together because they will be need to be compared to one another, and to currently planned improvements, in order to determine the best long-term solution.

Regarding our current construction work, Loudoun Water is in the final stages of the construction and approval processes for both the contingency-based interconnection of the Raspberry Falls water system with the Selma Estates water system and the use of the new Raspberry Falls well, Well F.

We have had some brief weather delays but we anticipate both projects will be completed and approved on or about June 1.  Loudoun Water will provide specific updates on these projects to the residents once they have been completed and the Virginia Department of Health has granted their respective approvals.
