Request Waiver of Deposit

The Authority will make all reasonable efforts to collect amounts due from your tenant. However, the property owner is ultimately responsible for payment of all outstanding charges. Virginia law (Section 15.2-5139, Code of Virginia) provides:

"There shall be a lien upon real estate for the amount of any fees, rents or other charges by an authority to the owner or lessee or tenant of the real estate for the use and services of any system of the authority by or in connection with the real estate from and after the time when the fees, rents or charges are due and payable, and for the interest which may accrue thereon."

As a requirement to initiate service, the Authority does assess the tenant a deposit based on the average quarterly cost of service.  This practice minimizes the potential payment liability of the property owner.  However, as the property owner you have the right to waive the requirement for a deposit from the tenant.

Automatic Revert to Owner Option

If you are a Homeowner on a property you will continue to maintain an Owner account status in our records. If you are renting your property out to a tenant you should have the tenant call us to start service in their name and they will receive the bills until we are notified they are moving out. (Please review Deposit and Lien filing information.) It is our process to turn off service at the property when the tenant moves out until you notify us otherwise. By selecting the Revert to Owner Agreement below, your account will automatically stay Active and be put back into your name for billing. Please be advised by selecting this option services will instead be left on and your account will be set up for billing and still charged the $25 Account Set up charge. Service will remain in your name until we hear from a new tenant to start service.
