Dale Hammes, General Manager and Board Treasurer
Dale C. Hammes, P.E., became the General Manager of Loudoun Water in 1997.
He joined the Authority in 1977 as a civil engineer. He holds a Bachelor’s degree in civil engineering from Virginia Polytechnic Institute and State University. Mr. Hammes is a registered Professional Engineer in the Commonwealth of Virginia. He and his wife, Barbara, live in Leesburg.
They have two children. |

Charles Harris
Mr. Harris, PMP, was appointed to the Loudoun Water Board in 2008. He has an undergraduate degree in environmental studies from Baylor University, where part of the course work included waste treatment and drinking water topics. He has completed coursework in hazardous waste management and environmental compliance. Mr. Harris is a United States Army veteran and served two tours of duty in Vietnam, with more than 1,500 helicopter combat missions. He currently works for Mitre Corporation and participates in numerous civic organizations. Mr. Harris lives in Ashburn.

Fred Jennings, Chairman
Mr. Jennings was appointed to the Loudoun Water Board in 2005. He is Vice President of Utilities International Inc., a utility management consultancy and has more than 25 years experience in this field. Mr. Jennings earned
a master’s degree in business administration from the University of Pennsylvania’s Wharton School of Business and he holds a bachelor’s degree in civil engineering from Tufts University. Mr. Jennings and his wife, Cynthia, live in Ashburn. They have two children. |

Dimitri Kesari
Mr. Kesari was appointed to the Loudoun Water Board in 2007. He served on the Loudoun County Planning Commission from January 1992 to December of 1996 and co-authored the 1993 Loudoun County Zoning Ordinance. He also has extensive experience on federal and state level committees and is a former Assistant to the President. Mr. Kesari received his Bachelor of Arts in economics and business administration from Grove City College in Pennsylvania. He resides in Hamilton, Virginia. |

Charles McKinney
Mr. McKinney was appointed to the Loudoun Water Board in 2005. He is currently
a Co-Principal of The Belmont Group, a political fundraising counsel. Mr. McKinney is retired from the U.S. Government with 30 years of federal service. Mr. McKinney holds a master’s degree in anthropology/old world prehistory and environmental law studies from American University, where he has also conducted Ph.D. studies. He holds a bachelor’s degree from American University in anthropology/new world archeology and vertebrate paleontology. Mr. McKinney and his wife, Eileen, live in Ashburn. They have two daughters and two grandsons. |

Leonard “Hobie” Mitchel
Mr. Mitchel was first appointed to the Loudoun Water Board in 1999. He has been reappointed three times. Mr. Mitchel has been a residential and commercial developer in Northern Virginia and in Florida for the past 28 years. He is currently President and CEO of Lansdowne Development Group. Mr. Mitchel holds a master’s degree in business administration from the George Washington University and a bachelor’s degree in transportation, also from George Washington University. Mr. Mitchel and his wife, Sue, live in South Riding. They have two children. |

Wallace Owings
Mr. Owings was appointed to the Loudoun Water Board in 2005. Mr. Owings has more than 25 years experience in sales and business development. He currently directs business development for a regional accounting firm. Mr. Owings holds a master’s degree in public administration from the University of South Carolina (USC). He also holds a bachelor’s degree in political science from USC and conducted undergraduate studies at the University of Notre Dame. Mr. Owings and his wife, Deborah, live in Ashburn. They have two children. |

Patti Psaris
Ms. Psaris was appointed to the Loudoun Water Board in 2008. She is a returning Board member. Ms. Psaris is a Professional Engineer, specializing in executive management, construction management and water/wastewater consulting. She has more than 25 years of experience serving municipal and state governments providing water and wastewater services to their communities. Ms. Psaris has worked with several Authorities in Virginia. She resides in Waterford, Virginia. |

Johnny Rocca
Mr. Rocca was appointed to the Loudoun Water Board in 2008. He is president of The Brothers Signal Company and president/CEO of Native American Industries. He is also is the owner/operator of Shadow Lake Farm, a 1,000 acre Loudoun County cattle ranch and grain farm that pays special attention to conservation and respect of the land. Mr. Rocca a returning Board member and was Chairman from 2001 to 2002. He is involved in numerous civic associations, and sits on several local Boards. Mr. Rocca lives in Leesburg.

Rick Thoesen, Deputy General Manager and Asst. Treasurer
Richard C. Thoesen, P.E., became Deputy General Manager of Loudoun Water in 1999. Mr. Thoesen has more than 35 years experience in environmental engineering. He is a registered Professional Engineer in Virginia and Maryland. He holds a Bachelor’s degree in civil engineering from Manhattan College and a Master’s degree in engineering administration from George Washington University. He and his wife, Judy, live in Herndon. They have three children. |

John Whitmore
Mr. Whitmore was appointed to the Loudoun Water Board in 2006. He is the owner and operator of Farmer John’s Wayside Vegetable Market and Prosperwell Farms, a diversified traditional farm operation. Mr. Whitmore earned a bachelor’s degree in business administration from Lynchburg College. He and his wife, Teresa, live in Leesburg. |
