Broad Run Water Reclamation Facility
The Broad Run Water Reclamation Facility (BRWRF) is an advanced wastewater treatment facility that services eastern Loudoun in 2008. It is located next to our Operations & Maintenance Facility and the Administrative Services Facility in Ashburn. The BRWRF will supplement the treatment currently being provided to Loudoun Water by the District of Columbia Water and Sewer Authority at their Blue Plains Facility.
Capital Programs
Capital Programs manages comprehensive water and wastewater projects that are financed directly by the Authority, and implements the design and construction of the water and wastewater projects identified in the Capital Improvements Program. Loudoun Water's new Broad Run Water Reclamation Facility (WRF) and the Water Supply Augmentation Project are two of the major projects managed by Capital Programs.
Communications/PR
The Communications/PR Department has five basic categories: Issues Management, Changing Behaviors (like wise water use), Proactive Efforts (tank sitings, new watermains, hydrant policies), Community Relations and Branding or Image Awareness.
Community Systems
Community Systems is responsible for operating and
maintaining water and wastewater treatment plants. Loudoun Water operates the plants in
accordance with the permit requirements imposed by the Virginia Departments of Health and Environmental Quality.
Cross Connection/Backflow
Prevention
Cross Connection and Backflow Prevention ensures our system
is protected from contamination in compliance with the Virginia Department of
Health Water Works Regulations.
Customer Service
Customer Service is responsible for multiple functions which
ensure timely and efficient service to our customers. Through direct customer
contact by telephone or in person, responsibilities include initiating or final
billing water and sewer service, performing a variety of utility account file
maintenance, setting up new accounts, initiating credit and collection action,
performing utility billing, processing payments, coordinating service work with
field personnel, coordinating the issuance of permits of new construction and
the main reception duties in the Administration building.
Engineering Inspections
Engineering Inspections is responsible for ensuring that the
construction of Loudoun Water's water and wastewater infrastructure meets all required
standards and regulations.
Field Service
Field Service provides our customers with outside services
such as service connection and disconnection, meter readings for use in utility
billing, leak checks and backflow inspections, and responds to service
emergencies.
Finance
Finance maintains financial records, prepares the budget and annual financial statements, manages cash and investments and provides the procurement of goods and services for Loudoun Water in accordance with the Virginia Public Procurement Act. Finance has responsibility for several functions including payroll, purchasing, accounts payable and receivable, inventory, treasury management and rate setting.
Fleet Maintenance
Fleet Maintenance is responsible for the maintenance and
repairs of all Loudoun Water's vehicles and operating equipment.
General Manager's Office
The General Manager oversees the operations of the authority
and ensures the daily activities are conducted in accordance with the merit
principles, policies and practices as adopted by the Board of Directors.
The Deputy General Manager (DGM) reports directly to the
General Manager and is responsible for the oversight of functions related to
providing external services and mission delivery. The DGM ensures that
adequate resources and support systems are in place for all operating groups.
The General Manager's office initiates our formal external
and internal communications. The main focus of communications is customer
outreach and internal employee communications.
Geographical Information Systems
Geographical Information Systems (GIS) is responsible for
implementing and managing Loudoun Water's spatial asset information systems and related business informations systems. The GIS department provides support to a wide range of Loudoun Water's business units, including Operations and Maintenance, Customer Service, Engineering and Finance.
Human Resources
Human Resources is responsible for all areas of employee relations including recruitment, benefits administration, employment policies and practices, training and development and implementing personnel actions.
Information Technology Services
Information Technology Services (ITS) is responsible for maintaining and overseeing all aspects of Loudoun Water's data processing and utility management systems, and for assisting in the maintenance of an efficient and effective management information system.
Land Development Programs
Land Development reviews plans, responds to public inquiries and works closely with Loudoun Water's Engineering Inspections to coordinate the installation of water and wastewater facilities in our service area.
Operations & Maintenance Administration
The Operations and Maintenance (O&M) Administration
provides management and support services for all functions within the O&M's
operating group.
Safety and Facilities
Maintenance
Our Safety Coordinator is responsible for ensuring that all
work activities are performed in accordance with Federal and Virginia safety
laws, and the Authority's adopted safe practices and procedures.
Facilities Maintenance is responsible for maintaining and
improving Loudoun Water's buildings and grounds. The department also manages
and completes our facility remodeling and minor construction projects.
Utility Locating
Our utility locators locate and identify our underground
system facilities to ensure protection from damages in compliance with Virginia's "Miss Utility" law.
Utility Maintenance
The Utility Maintenance department is responsible for the
overall operation and maintenance of all Loudoun Water's water mains, meter vaults,
sewage collection lines and sewage force mains and responding to service
emergencies.
Utility Master Planning
Planning and Developmental Engineering is responsible for comprehensive utility planning including developing and updating the water and wastewater master plans, geographic information systems (GIS) and reviewing land development applications to ensure compliance to Loudoun Water standards and state regulation. The department also responds to public inquiries and works closely with Loudoun Water's Engineering Inspections to coordinate the installation of water and wastewater facilities in our service area.
