Loudoun Water seeks experienced professional to lead all aspects of financial planning and operations.
Position reports to General Manager of the Authority.
Develop and manage advanced financial models including financial forecasting and rate structure/setting.
Develop and monitor annual budget.
Develop and review/improve financial policies and procedures.
Oversee integrity of investment portfolio and manage cash requirements.
Develop and implement financial strategies including financing of capital improvement program.
Ensure effective accountability and internal controls for all financial assets.
Oversee annual external audit.
Lead development of financial staff.
Represent General Manager in meetings with Board of Directors, State and County Agencies.
Serve as liaison with bond rating agencies, banking relationships, financial advisor, and other outside agencies.
Consult with legal counsel as required.
BA/BS degree in accounting or finance and progressively responsible years of experience in local government or public utility finance. Management level experience required.
CPA and/or advanced degree in related field preferred.
