Our nine-member Board governs how we operate and generally meets every second Thursday of the month at 3:30 p.m. at our Administration building. These meetings are open to the public. Each member of the Board is appointed at-large by the Loudoun County Board of Supervisors and serves a four-year term. These terms are staggered so that every year, two members are re-appointed and every fourth year, three members are re-appointed. The Authority's Board appoints a General Manager who is responsible for the daily management of Loudoun Water.
Mr. Allen resides in Leesburg with his wife and two children. He is retired from one of the nation's largest Proprietary Equity trading firms. He currently works in Real Estate and is Chair of the Loudoun Abused Woman’s Shelter and Co-chair of Loudoun Impact Fund. He graduated from the University of Connecticut with an Economics degree.
Mr. Campbell is a fifth generation resident of the D.C. metro area. He is principal of a small real estate advisory firm and previously worked at two of the nation's largest home builders. He currently serves as chairman of the Loudoun County Housing Advisory Board and is a former member of the Hamilton Town Council and the Dulles Area Association of Realtors Board of Directors. He resides in Leesburg with his wife and children.
Jim Bonfils
Mr. Bonfils has served on the board of Loudoun Water since 2016 and chairs the Water Resources Committee. He is a senior sales professional for IBM Federal and has more than 30 years of experience as an IT and data center sales expert and local community leader. His previous employers include Western Digital Technology, Hewlett Packard Enterprise, SanDisk Enterprise Solutions, Cisco Systems, and Radware. Jim is a past member of the Loudoun County Board of Supervisors; founding board member and past treasurer of Loudoun Youth, Inc.; and one of two Loudoun County representatives on NOVA Parks. He earned a Bachelor’s of Science in Electrical Engineering from the University of Dayton, and is a member of the Northern Virginia Technology Council among other professional groups. Jim and his wife, Terri, reside in Ashburn and are longstanding members of Saint Theresa’s Church
Mr. Kelley is an EVP and Chief Credit Officer of National Cooperative Bank in Arlington Virginia. Mr. Kelley is the past chair of Loudoun Water and the Loudoun County Economic Development Advisory Commission. He has also served on the County’s Affordable Dwelling Unit Advisory Board and Community Services Board. He holds a BS in Finance from Boston College and an MBA from Babson College. He resides in Lovettsville with his wife and son.
Mr. Sultan has worked in management positions for the major water and sewer utilities in the Washington metropolitan area. He rose to the position of Director of the Engineering and Construction Division at Fairfax Water. Mr. Sultan provided leadership to project managers rehabilitating the D.C. Water Blue Plains treatment plant and system pumping stations as well as being a project manager for the designs at the WSSC Potomac Water Treatment Plant. Mr. Sultan resides in Ashburn and has a Master Of Science degree (Civil Engineering) from Polytechnic Institute of Brooklyn.
