1. Existing non-residential customers with an expansion or a change in use, whose availability charges were based on estimated flow and where actual flows are proven to exceed the original estimate have the option of entering into a financing agreement with Loudoun Water. The repayment period shall not exceed thirty-six (36) months and will include an interest rate equal to the 20-year municipal bond rate in effect at the time the agreement is executed. This option requires the executed agreement co-signed by the Owner, if applicable, be filed in the Loudoun County’s land records as well as a form of guarantee for payment such as (a) filing a lien on the property, or (b) posting a letter of credit.
     
  2. New non-residential customers whose availability charges are based on estimated flow and pay 50% of the total amount due at the time of application for service, have the option of entering into a financing agreement with Loudoun Water for the remaining 50% of their availability charges. The repayment period and corresponding interest rate shall be (1) 12 months at Wall Street Journal Prime Rate plus 50 basis points, (2) 24 months at Wall Street Journal Prime Rate plus 100 basis points, or (3) 36 months at Wall Street Journal Prime Rate plus 150 basis points. 

    This option requires the executed agreement co-signed by the Owner, if applicable, be filed in the Loudoun County’s land records as well as a form of guarantee for payment such as (a) filing a lien on the property, or (b) posting a letter of credit.
     

  3. New non-residential customers whose availability charges are based on estimated flow who can demonstrate a ramp up of usage over twelve months have the option to finance 50% of their availability charges over twelve months at zero percent interest if 50% of the total is paid at the time of application for service.

    This option requires the executed agreement co-signed by the Owner, if applicable, be filed in the Loudoun County’s land records as well as a form of guarantee for payment such as (a) filing a lien on the property, or (b) posting a letter of credit.

Other Option
If a Customer wants to switch from potable water to reclaimed water on a permanent basis and has paid the full water availability charge within the last five years prior to the switch, Loudoun Water will pro-rate that portion of the availability charge that will effectively be replaced with reclaimed water service and refund accordingly. If a Customer wants to switch from potable water to reclaimed water and availability charges were paid more than five years before the request is made, no refund.
