The Loudoun Water Board of Directors at their January meeting appointed Brian Carnes as General Manager of the Authority effective March 1st. Carnes will succeed Carla Burleson who will retire in February after thirty-five years of service to the Authority.

Carnes joined Loudoun Water in 2007. An experienced leader in the utility sector, he currently serves as Deputy General Manager of Finance, where he leads the Finance, Technology Services, and Employee Services & Risk Management Divisions. “After a lengthy and thoughtful search process, the Board of Directors unanimously decided that Brian was the best candidate for the job. In addition to his impressive qualifications and deep skill set, he has earned the utmost respect from the Board, the entire Loudoun Water staff, and our community partners,” said Board Chair Terry Allen.

Carnes received his Bachelor of Science degree in Business Administration from James Madison University and Master of Business Administration from Frostburg State University.

Allen continued, “Brian’s leadership will guide Loudoun Water through the next phase of growth and impact and will position the organization for future success. We are confident Brian will deliver on our mission and our vision. It is clear to the Board that he is ready and the right next General Manager of Loudoun Water.”
